Center Mental Health Consultant (Psychologist)

Position Summary

The Center Mental Health Consultant (CMHC) provides on?site mental health assessment, short?term counseling, case consultation, and referral services to students enrolled at the Hawaii Job Corps Center. The CMHC plays a key role in prevention, early identification of mental health needs, and collaboration with center staff to reduce barriers to student retention, employability, and successful program completion.

This is a generalist clinical mental health role focused on assessment, brief intervention, and coordination of care. The position is not designed to provide long?term therapy or intensive psychiatric treatment.

Essential Duties and Responsibilities

· Clinical Assessment & Screening

· Conduct mental health assessments for:

· Job Corps applicants during the admissions process

· Newly enrolled students identified through intake screenings

· Currently enrolled students referred by staff or via self?referral

· Review applicant records (e?folders) and participate in admissions?related file review activities

· Make clinical recommendations regarding student mental health stability and the center’s ability to support identified needs

· Short?Term Counseling & Case Management

· Provide brief, solution?focused counseling with an emphasis on employability, behavior management, and student retention

· Develop mental health case management plans in coordination with counseling, wellness, and residential staff

· Participate in multidisciplinary case conferences and provide consultative guidance to non?clinical staff

· Document evaluations, recommendations, and progress notes in accordance with Job Corps and HIPAA requirements

· Crisis Intervention & Consultation

· Respond to mental health crises as needed during scheduled hours

· Conduct risk assessments and coordinate referrals to emergency or community?based services when appropriate

· Collaborate with medical staff, center leadership, and local resources during crisis situations

· Support staff in managing emergent behavioral or emotional concerns

· Referral & Community Coordination

· Identify and maintain referral relationships with off?center mental health providers and community resources

· Refer students requiring long?term, intensive, or specialty treatment beyond the center’s scope

· Provide follow?up consultation related to off?center referrals to support student continuity of care

Training, Education & Program Support

· Provide mental health education and prevention programming for students

· Support staff development through training related to adolescent development, mental health awareness, and crisis response

· Participate in required meetings with center leadership and wellness staff

Compliance & Professional Standards

Maintain active, unrestricted licensure in the State of Hawaii

Adhere to Job Corps policies, federal regulations, and contractual requirements

Maintain appropriate professional liability coverage

Required Qualifications

One of the following:

Licensed Clinical or Counseling Psychologist (PhD or PsyD)

Active, unrestricted license to practice independently in the State of Hawaii

Minimum 1 year of post?licensure clinical experience working with adolescents or young adults

Experience with assessment, brief counseling, and clinical consultation

Ability to work effectively in a multidisciplinary, educational or institutional setting

Strong documentation and communication skills

 

Preferred Qualifications

Experience in school?based, residential, institutional, or workforce?development settings

Familiarity with adolescent development and trauma?informed approaches

Experience participating in admissions or intake review processes

Knowledge of community mental health resources in Hawaii

 

Work Environment & Expectations

Services are provided on?site at the Job Corps Center

Position requires close collaboration with medical, counseling, and residential staff

Role emphasizes prevention, assessment, brief intervention, and referral, rather than long?term treatment
